That’s not what filler means, Filler is something not moving the main plot. This is a change in adaptation, Like Ironman being the one that made Ultron in the movie’s but in the comics it was Antman.

It's crazy how someone can be so good at making a show yet so bad at writing it. Like wtf was he smoking that he thought it was a good choice to leave out Vegeta's first SSJ transformation? I mean, that's kinda a key milestone of the entire franchise...
