Cold war - East German High Tech Wall

1989 is when the Cold War was declared over at the Malta Conference. 1990 was the year of German reunification. That was the pivotal year in the United States when a new National Transportation Policy was announced. It was alleged to be a new paradigm in transportation but was it actually was - was the beginning of the high tech surveillance, tracking and control technology in the United States - using the transportation system as a cover. 1990 they began execution of a plan for East and West to trade places.
