A) option wrong because 24 district in NCR region .
C) option wrong because NDMC control only new Delhi district and NCR region govern by respective State .

D) option wrong because NCR planning board established in 1985 to increase Delhi region.

1991, 69 amendment act pass and Delhi legislative council established and their Chief minister election held in 1993 .
