Jai Shankar was Man Mohan's first choice for foreign secretary post in 2013, but Sujatha Singh was chosen by Sonia coz she was the daughter of Congress loyalist who was IB chief. Then he became US ambassador.

He was on the verge of retirement, he wouldn't have become even a foreign secretary, Modi curtailed Sujatha Singh's tenure & appointed him to be foreign secretary just 2 days before his retirement & extended his tenure.
