Although Cloud does win, it isn’t due to being better overall.

Sephiroth should take combat and battle IQ because he was a 1-A SOLDIER while Cloud only reached 1-C SOLDIER level training. Additionally, Sephiroth was beating Cloud in their one-on-one in AC and could have killed him. The only reason why Cloud won is because he unlocked new Limit Break that Sephiroth wasn’t ready for and couldn’t react to (which also means Cloud should get speed, agility, and reaction time).

Plus, the execs at Square said that Sephiroth is the strongest being in FFVII and it is supported by how he is consistently shown to block Cloud’s attacks with low or medium difficulty. Additionally, Sephiroth was able to cut through buildings and the Junon cannon with ease—as if they were made of butter. So strength and attack potency goes to Sephiroth.

Durability should greater for Sephiroth since strength = durability. If not, at least equal since Sephiroth took a skinny dipping in his Supernova too.

Speaking of Supernova, that Limit Break alone is why Sephiroth should take power. Cloud’s Omnislash is very powerful, but it’s definitely not on par with Supernova.

Stamina should definitely not go to Cloud since he got tired during their fight in AC and nearly lost because of it (although he did just fight Bahamut, Yoz and Lazoo, and Kadaj back-to-back). Meanwhile, Sephiroth spent a week in the Shinra library researching the JENOVA project without sleeping or fatigue and then proceeded to annihilate Nibelheim and Zack with little difficulty.

The only reason why Cloud wins is because of his willpower, the fact that he’s the second strongest being in FFVII, and plot armour.
