I think earth would probably just add to concussive force making the blades not cut but probably easier to pierce or just physically hit more while water could probably just do the same thing as lightning or wind to be honest just cut really hard.

personal ranking:

5th: Fire. It never hits. Iirc it's biggest accomplishment was burning Asuma trough Hidan's jutsu.
4th: Eart. Amazing potential, shown by Onoki, yet mostly used to make walls in a world were base kid Sasuke was more durable than stone.
3rd: Wind. Great attack power, but only when used against the environment. Temari could cut down an entire forset, but only scratch Shikamaru
2nd: Water. Highest versatility in and out of combat (3 different levels of hiding jutsu, from chunin level, to kage level, prisions that easily immobilise jonin, abosrbing chakra and combining with lighting), great attack power shown by Kisame using lots of water, and Tobirama using little, and my personal favorite. Biggest downside is that the Hozuki clan jutsu are exclusive to them
1st: Lighting. Monstrous attack, defense and speed (e.g Kirin, the 3rd Raikage finger spear, and the 3rd and 4th Raikage defense and speed) also has great versatility during combat (e.g Sasuke's chidori variants and Kakashi's raikiri variants)
