He was talking specifically about criminals that enter illegaly.
Since Venezuela and other South-American countries have chosen to solve their problem of overcrowded prisons by deportation (banishing) of many criminals.

Saying you are let out of prison as long as you never step foot in this country again, here is a passport to get across the border, we will give you a lift to one of our borders with a neighbouring country and we don't ever want to see you again.

So many more migrants (absolutely not all) are gangmembers and serious offenders that got an out-of-jail-card in this way.

He's talking about those.

And yes this is an actual thing that happened and is happening.
Venezuelan economy isn't doing that well and they needed solutions to drive their expendatures down.


SO yes it would be a "hasty generalization fallacy" if he was talking about all immigrants.
