Indian Muslim have been the centre point of most of Indian policy ever since independence.. congress in it attempt to defend its vision of post independence India.. tried very hard to keep Muslim happy.. so all our foreign policy and internal policies were in consideration of keeping them happy.. India kept distance from isreal.. in a attempt not to offend it's Muslim.. while Hindu never had a problem..

Christian Jain Sikh or Parsi were never a good political vote bank.. due to our size.. im a Christian.. all the opportunity that are created are created equally and we all have equal rights to pursue the road to prosperity..

importance of Indian constitution is, that never cared about your religion while creating opportunities..
hence we all succeed in education and wealth..

Muslim took undue advantage of the population boom.. and increased population size. Rather than economic development

So what policy applies to all will apply to them..
