The maximum conversion voltage of the transformer in the power supply is about twice the nominal, and the voltage margin of the high-voltage terminal must be considered. Therefore, the 5V power supply can only be adjusted to a maximum of about 10V, and the capacity and withstand voltage of the filter electrolytic capacitor should be increased.

I would also add a reversible barrel connector output from an adjustable 3, 4.5, 6, 7.5, 9 and 12volt barrel interchangeable wall power supply.That way you can power most low power electronics, and reverse the barrels if the tip is non standard negative.Some tips are negative for some reason.

На сопротивлении перепаяй провода, чтобы при вращении по часовой стрелке напряжение увеличивалось, а против уменьшалось. Так буде правильнее. И переменное можно взять с меньшими габаритами и поставит в центр корпуса во внутрь, а наружу вывести только ручку.

Convention has it that when a Pot is turned clockwise the output voltage (Vout) should increase not decrease as seen here. Swapping the two fixed wire nodes of the Pot will fix this.

The transformer was dedicated around the peak voltage ex 12V, you cannot increase or decrease the TL431 above 12 volts because the PWM IC pulse duty cycle will run out of range and stop oscillating.

you didn't show where in the circuit you place the variable resistor. I'm guessing is somewhere on the output, but where?
