China BRI is more along about the philosophy of — If you build it, they will come.
PS — As long as these infrastructure projects are sized appropriately to regional growth and reasonable repayment terms, there is nothing inherently wrong with this approach. Agree that South America has been underfunding their infrastructure for many years.
