If people are having the same issue as I did, close Skype completely, then start wamp, and it should work!.. There's a port conflict between wamp and Skype. You can either start one before the other, or in the Skype options Tools > Options > Advanced > Connection, uncheck the box with detailing ports 80 and 443, then close and restart Skype.

every time I'll try to start wamp it says that it can't start because msvcr110.dll is missing and it says that I've need to try reinstal wamp but it doesn't work

Eclipse doesn't support HTML and CSS, does it?
