Revelation 17 - The Woman on the Beast

In Revelation 17 we see the leopard-like beast from Revelation 13 again whereas chapter 17 deals with the establishment of a theocratic governing system. Those who take part willfully exchange their moral integrity and worth for the necessities of life and such by receiving the mark of the beast, which is why they are referred to as a “prostitute”.

One of the most profound parts of this prophecy is that the beast is now scarlet in color and there is woman riding on it. The great red dragon we read about in Revelation 12, (the devil) is now acting as the hand that controls this "puppet" government, the leopard like beast from Revelation 13.
