One clue as to why it was built would be by explaining the inscriptions of the eight inner octagonal side of the arcade. It seems it's all about Jesus and Mary. And a smidgen of explanation of the builder Abd al-Malik and his origins from Mesopotamia and the political capital in the then Damascus. Historically he was then to be called Caliph - he never used the title himself - ushering in the origins of what would then be known as islam some centuries later. Hope this helps.
