Visual Studio - Keep data tips open until you click away when debugging

Visual Studio 2022 v17.1 Preview 2 introduces a new setting to help reduce frustration while debugging. Rather than data tips automatically closing if you (accidentally) move your mouse off of them, you can enable a new setting to have data tip windows stay open until you click off of them.
