How to Fix Error 'Unable to register the DLL/OCX' - RegSvr32 failed with exit code 0x3

While running the setup file to install the Nero software, i encountered an error "Unable to register the DLL/OCX: RegSvr32 failed with exit code 0x3".
Solution: Run the program as Administrator. Right click the file and choose properties. From properties, switch to security tab. Then edit the security permission for your User account, such that assign full control permission including read, write execute and special permission. It works for me.
Prerequisites: - Install latest updates. Sign into Windows As an Administrator.
Suggestion: Try Program install and uninstall troubleshooter to detect problems installing software.

Had same error while trying to install klite codec pack. It was Avast that was blocking the registering of Icaros Thumbnail Provider. Maybe Avast is blocking something in your installation.

Its not opening a file or installing it.. when i turn my laptop on it appears thats it..but the laptop is completely fine ...i just wonder what will happen later ...

I have fixed same problem when enabled update additional distributives in Windows Updater (it is needed to update Visual C++ 20XX Redistributable products) and I have installed manually Visual C++ 2005, 2008, 2010, 2012, 2013, 2015  x86 and x64 packages! All of them! (I think I fix after installed 2010 version, but I don't know exactly)
