I always underexpose shots at night, partly to overcome the low light but also to avoid the effects of bright lights such as shop fronts (for street photography).

Oh... I shoot at 80 or 60 sometimes handheld.

Don't have clear shots as your goal! Be creative. Use a movement to add blur in one direction. Or blur with a flash to get that sharp image with blur leading to or from the shot.
