I know she isn't the strongest character, but she had a lot of potential and a really good design. I'm not one to talk about sexism, but I will admit there weren't very many Naruto females that were fully developed characters, or good. The most powerful girl, Sakura, is the joke of the community, despite being able to accidentally level a house, because she isn't very developed, and her writing wasn't the best. Tsunade might be an exception, but for all her badassery, there were still some moments where she seemed like an older Sakura. Chiyo is probably the only one I can think of that I actually can't say bad things at. Maybe some others, too but I haven't seen a show in a while.
