That is actually wrong! The difference between arteries and veins is that veins return blood to the heart and arteries take blood from the heart. For example the artery that leaves the left ventricle of the heart to spread blood to the whole body happens to be oxigenated, but the artery that leaves the right ventricle and spreads blood to the lungs is in fact not oxigenated. The blood will only be oxigenated in the lungs and then return to the left atrium through the pulmonary vein, a vein that is carrying oxigenated blood to the left atrium of the heart, that then goes to the left ventricle and leaves through an artery called the aorta. (Note: english is not my first language, some terms may be wrong)
