Actually, they use it because this style of ice cream scoop makes scoops have an air pocket in the middle, which makes it seem like there's more ice cream when there's not

I worked for Baskin-Robbin’s in high school
and no, it doesn’t have a liquid. They are used because they are easy to measure the correct weights (we had two sizes for the two different weight scoops). The scoops sit in running water, which is why it glides through the ice cream. Just get your scoop a little wet and it will do the same.

as someone who worked in an ice cream shop, we do have different scoopers, but I can confirm we did have that one and that one was our best scooper, and it always made the cleaner scoops
