Its called a Rotor Mount and allows the camera to swivel along a single axis attached to your helmet. Currently, these are not sold in the US, but lots of folks have constructed DIY solutions that accomplish similar results. -CK

It's basically a pole that rotates at the centre mount, with a camera at both ends or a camera at one end and a counter weight on the other.

Its GoPro's promotional video. RevZilla didn't get any of that footage, but gopro is amazing at editing and creativity, I wish i could be on there team.

The panning shots are done with a suction cup attached to the top of the helmet, and a lightweight pole that can be adjusted or locked in place, they look absolutely stupid but the footage is nice
