I completed it a long time ago as well as the buried treasure commedations I even managed to sit on the throne in the shores of gold it took a long time to get there

This isn't a "secret commendation", the game literally tells you exactly what you need to do in the commendation's description.

I think on the next patch update they should add if a player has no emissary flag or loses theirs and either acquires a emissary flag or gets theirs back they can attach the flag to their ship just with their quest bundle.
