I can’t bring myself to use those plastic ground covers. After a while you’ll still have the weeds which break through plus broken down plastic chips everywhere. Instead I just pick the weeds by hand and use lots of mulch so the weeds are easier to remove.

I did this with my flower beds and I thought I was crazy for using the weed cloth first and then mulch too. I cut holes where the plants go. I'm very happy too!

Why not use a pretty groundcover plant like creeping phlox, lithadora, or creeping thyme as groundcover instead of mulch? It keeps weeds out, provides moisture and heat protection for the soil, attractively blooms, and is better looking than all that brown?

I always tell my clients that fabric under mulch is asking for more irritation than not. It eventually comes up and also weeds germinate through mulch anyway

Looks like your planting some of the shrubs to close to house. The brick will turn them brown next to house. I learned the hard way. Three feet away gives them room to grow.

Do not lay plastic landscaping fabric on the ground. The plastics leach into the soil and any food you grow. Cardboard smothers the grass just as well and is often free.

⁠ I have put down hundreds of mulch beds with and without fabric
For one, not everybody wants to overcrowd their flowerbeds with plants to snuff out weeds
For two you’re not supposed to put 4 inches of mulch on top of the fabric
For three you don’t use plastic fabric
For four not every flower bed is going to be well maintained in fabric. Does help prevent weeds from coming through as fast and bad
And since I have put down hundreds of these, I have not seen a flower bed that had fabric harm of the plants that I planted

I'd skip the landscape fabric cuz weeds will grow anyway plus its hard for the earth worms to come up and down to improve your soil. It's good to put some compost every year to make your plants happy. The only time I use fabric is if im using rocks cuz stepping on them repeatedly will burry the rocks.
