Use the tall dude from the dune set. His minifig alone is already taller than what you have made. I’m not sure if his legs come off but if they do it would be perfect

If u put accessories like the batman belt or capes it makes them slightly taller! Also the roller skates pieces

Marge's head has an accessory slot as well which could support a small hat or bow- and this is of course, not even introducing components from the Minidoll series.

I think that the scientist head has an advantage because the classic lego Fez is a hat ending with a stud- which could then, have a second hat stacked on top of it, when then may have an accessory slot for a large feather element.

Hidden Side had some interesting double torso bits and spacers that could be incorporated; But I think the tall scientist head holds the key here, because there are taller hats- such as the CMF princess- but some large hats also have accessory slots.

With Marge’s head with the little hole in the top, you could put a small pole in it and a single stud piece to have the hat on it

You could also use scrougge macducks hat from the Disney series to put on Marge's head

Put Lord Business’ helmet on the mad scientist head. It has 2 stubs in the top as well!
