The TLT ETF was originally subtracted by 5% interest, which rose to about the baa level

Everywhere I go, I can hear that bonds are a must have in the portfolio but when I look at their performances, (long term or short term) it's rather bad. I understand the principle and the thoery but why when checking the charts it's so bad and yet recommended ? Why having an ISA or roth ira with a 5 % interest worst or would it be better ?

...WHICH IT DOES BY SELLING TREASURY BONDS.
So yeah, I'm not that convinced of the safety...
