Except the real answer is, the emperor was never supposed to be a "lightsaber guy." He was originally an "evil wizard/Skeletor/Ming the Merciless" type villain, and giving him a laser sword would take some of that "final boss" vibe away.

Then later, all the nerdy lore about the "meanings of lightsaber colors" and "crystals" and less interesting stuff got added in. And then someone decided (incorrectly) that we needed to see Yoda and Siddious do lightsaber duels, because annoying fans couldn't wait to start ruining all the interesting characters, and studios couldn't stop taking their money and indulging their every stupid whim.

As a kid I always thought Sidious lost one lightsaber when he fought Windu and he gave the other one to Vader since Vader didn't have one at the end of revenge of the sith.
