So heres the plan as soon as wall is straight pressure wash the base on the street side. Drill some holes at 45 degee angle hammer 6foot rebar though wall .fill space gap between wall and street with rebar. Dump one or two mixer truck loads on rebar smooth out nice 90 grade angle from street to wall let dry finished.😊

The real crack is not a vertical one but a horizontal crack beneath it

This might work, if followed, with extra remidial works. Design steel shoring system to support every engaged pier and from street side drill reinforce bars every 900 c/c at 45 ° and fill up the gaps with concrete to connect the base to the wall.
