In indonesia, we have this too. It's called "es dung dung" here because the vendor that sells this usually uses a gong to go around to attract people, and the sound of gong here usually visualized with "dung dung"

I once lived in a place in QC where our neighbor is a dirty ice cream maker. Their house is cemented and you will see Ice and Salt everywhere.. although it was not really gonna pass sanitary standards for making an ice cream..But hell, I enjoyed eating it.. and most of the time we get it for free..especially eating those sweet cones..
