It's from Pixel Gun World's Arena Mode along with the 3 headed and scuba zombie from Raid mode. It's one of the few things brought over to the mobile version.

Fact, this was seen in there youtube account in the "Pixel Gun 3D | Spooky Halloween" video, it was in the background of the zombies, at 0:07 section

My theory for this boss: the boss was probably meant to be the 4th boss in virtucal world because the devs probably wanted to make the 4th level diffrent and easier than we already have by making it a normal level and worked on the boss but then they probably decided to scrap this level and change it to what we have today and left the boss in the files unused (or it could be a boss for world 5 but we never know)
