Step one: Shake it with the cap on.
Step two: Put the tip on the paper, still in the marker.
Step three: Press down, keeping the tip on the paper, until the paint comes out.
This is how I do it and it's worked for me so far, although it will take a little bit for it to come out, you just have to be a bit patient (not too patient though). Hope this helps!
