You can't say we are going to select the best person for the job and that person is going to be a woman You could say we are going to select the best woman we have at NASA but you are already limiting your choices by saying the pick has to be a woman. Therefore if there happens to be a man that's best pick he wont be selected and the woman will. Just saying, you can emphasize the importance of having a diverse crew but you can't convince everyone they were all picked because they were the best.
PS - that doesn't mean she won't be the best its just everyone is going to have some doubt that she is the best.
