I don't get it everyone thinks lazortrons is better than rainmakers especially on google tier list

Did i miss lazortrons specialties on why they were so good?

Like Rainmakers is top tier
Has Shrapnel and Long range while Lazortron only has penetrating damage and Fair range (Can almost get oblirated by b.cannons) so why?
