US & Germany are NATO, they can deploy weapons anywhere they like in their own territory

According to Navy Times the US hasn't even begun field testing hypersonic launchers and doesn't expect to until sometime in 2024. Earliest expected deployment is 2025. China and Russia both have hypersonics deployed to front line troops. Not a good time for NATO to be saber rattling.
