It goes both ways; if you're ahead & you can't push any further (logistics of units, level of tech, terrain, allies, etc.) it all influences the outcome & future of the current game by giving the opponent time to catch up & possibly change tactics to gain a edge.

I do love the naval part of TA.. only contestor i can think of is Rise of Nations... but it was a while since i played that.
