The CEO is ultimately responsible for the profitability of a company. If a company is losing money, they board will fire them. Whether the failure of a company is due to something they do not work in, such as marketing, they can give the order to have a chief officer removed that controls that function of the company (if approved by the board). If they refuse to take action, they are ultimately responsible.
