It makes more sense for Harry to not see thestrals in the books than the films, at least prior to Cedric's death. In the book of Philosopher's/Sorcerer's Stone, he passed out before seeing Quirrell die, whereas in the film, he clearly sees him die, so he should have seen the thestrals afterwards.

For J.K Rowling's explanations, the one about Harry being a baby makes sense. As for the second one, I think it's that Harry COULD see them at the end of his 4th year, but he didn't give it any mind at the time because he was too preoccupied with not just Cedric's death but also Voldemort's return.

I would argue that a ghost may or may not be able to see thestrals, at least when it comes to their own death: you must witness it and then come to terms with/accept it, but a ghost is made when a witch or wizard can not accept death and remain. I'd say it could go either way.

I Would also say, That even though 2 of the three Peverell brother litterally Saw someone die, they all three encountered “DEATH” and were therefore allowed to see thestrals. You could argue that Frank and Alice Longbottom might have witnessed someone die during their careers as aurors, but that would just be speculation, so I agree with not putting it in as canon

I find it kinda funny (and kinda sad) that Harry was so distraught and in denial about Cedric's death that it took about a year for him to see thestrals, whereas the "MC" in Hogwarts Legacy was just like...."yep, he ded. Lol" and saw thestrals IMMEDIATELY after 😭😅🙈
