Why are the cranes not unloading directly into the Automated Storage and Retrieval System (ASRS)? At least half the duty cycle of the crane is used moving the container to the shore and down to the truck to be moved. This also requires the space claim of the truck routes.

Integrate the crane into the top of the building, put a conveyor from the crane to the building across the gantry length. then your crane just needs to go down to the ship and up to the conveyor. "Easy" 100% improvement in throughput. Size your ASRS to ingest 75, 000 TEU per berth, and you can turn ships around faster too - less space for trucks means more storage space for containers - and you can still use more space for ship berths... even higher port throughput.
