The reason they declined troops is because Haitians were complaining about even the prospect of sending them, since the US occupied Haiti in 1915 for 20 years and destroyed the economy and stole all the gold reserves from the treasury. Plus the 17 year UN occupation that just ended.

Our military killed the Haitian president to make Haiti rely on the United States for support and would become reliant on us. The guilty party is usually the first to offer help so that they can steer you in the wrong direction. The United States has to try and cling to its innocence in this matter so it does not cause a war or backlash from other counties.
