Shiroyasha is way stronger than Izayoi that's why he refused to challenge her. In the light novel she easily defeated 5 clones of Aki Dakaha which is even stronger than Shirayukihime(The water god from episode 01) with a single attack. She also has half of the authorities in the series which is required to create a new little garden.

The strongest characters in the light novel are: this is my top 11 and Halloween queen is not included since I have not read Last embryo the sequel of mondaiji that far yet.
1. [Winds of Decadence] End Emptiness: A Demon Lord that appeared in the side story, Lily`s Big Adventure, in Vol. 8. Described as "an existence that is summoned from the end of time and leaves towards the direction of our memories" and "the strongest god killing Demon that is capable of wiping out millions of Gods and Buddhas", it was the one who had sealed away the machine doll, Coppelia, that encompassed one of Humanity`s unreachable dream, the third perpetual motion system. It's unkillable since everything you throw at it will be absorbed like food, it took no damage from Izayoi's aurora pillar which was his strongest attack.)
2. Azi Dahaka (Another cosmology allows Azi to become stronger the more enemies he faces. Only species exempted from this gift is the human race. He can easily fight an army of really powerful characters like roc demon lord, saurian demon lord, faceless, jack(Jack the ripper form) and the salamandra forces. Can create an army of Clones that creates more clones. These clones are as strong or even stronger than divinity holders.
3. Shiroyasha (Has tweleve of the twenty four sun authorities in the series.)(Currently izayoi has one of the sun authorities and this authority is the Leo's Sun Authority and it protects him from bladed attacks.)
4. Izayoi Sakamaki (Superhuman strength, speed, durability and he has another cosmology which has the ability to destroy stars and pocket dimensions.)
5. Yo Kasukabe (In the light novel volume 12 Yu fought Izayoi as an equal or even surpassed him.)
6. His highness (Previous owner of the Leo's Sun Authority, Also has another cosmology like Izayoi, the only characters aside from Yu and Azi to be able to fight Izayoi on equal ground.
7. Karyou (One of the seven sages, the strongest group of demon lords that fought many gods and buddhas. Her fire can easily defeat gods and dragons.)
8. Kouryuu (Has physical abilities on par or greater than Izayoi, Has higher durability than Izayoi, can turn himself into a lunar dragon.)
9. Leticia(Divinity restored and she can turn into a solar dragon with her host master's privilage and the sun authority Ophiuchus)
10.Faceless/Ayato Kudo(Her gifts are the following [Serpens Scorpius Sword]: A whip sword that has a reach of 20 meters. Lethal when paired with her techniques.
Dual Spears: One in each hand, she can throw or use it to slash/pierce
Ceremonial Sword: A ceremonial sword with the seal of [Queen Halloween] engraved upon it. And able to use it in conjunction with a magical array drawn to depict the zodiac constellation trajectories to do a summoning from another world.
Battle Bow: A bow that is used as at close and at long range.
Ame no Murakumo no Tsurugi - Kusanagi: A very poweful divine sword that could nullify all supernatural abilities, Gifts, magics on the rank of Divinity and alter All Creation, Black Rabbit even stated that this sword can even be stronger than Yō 's "Genome Tree". are you fckng kidding me? even if you're not a reader of LN its clear that Shiroyasha even when she was depowered was stronger than izayoi shown with Izayoi refusing to duel her.
full powered Shiroyasha IS #10 of the Strongest individuals in the entire Garden. she will smoke Izayoi if they fight.
