this isnt the complete 1.. 
i'd call this the 2nd stage of susano'o

there are apparently 4 stages to susan'oo.

1st stage would be: the 1 sasuke used at the 5 kage submit, the 1 with just bones.

2nd stage would be this: the 1 with 1 layer of "skin" over the bones. 

3rd stage would be: the 1 itachi used, where his susano'o had totsuka blade and yata mirror. It had a 3rd layer covering the 2nd layer, with a "helmet" over the head and stuff. Sasuke was able to achieve it too, when he faced kakashi but didn't managed to sustain it for long. He used this susano'o against zetsu too, where he could control the black flames perfectly. i'd say this stage is the complete form.

4th stage, also known as the perfect susano'o . the susano'o would become like a giant, like a samurai and with wings and stuff. Like the 1 Madara used,

Itachi's Susanoo is only superior thanks to the special weapons he added to it (the Totsuka, the Yasakani gem, and the Kagami shield). It's not stronger, it just has better/more hax weapons than Sasuke's does.
