That looks like my MA-13 experience except I switched to plugs to protect the shakers. Nisqually has been fruitless. Most of my marks have been south side of Fox but no keepers...

Have you tried non-downrigger techniques or do you think its just not worth it? (divers, dropper weights, etc)
