What zone/climate do you live in that you always need a heat strip? My design low temp is 28 degrees. We may get to 15 degrees once a winter. Do I need a heat strip?

Can you power that air handler from the outdoor unit or does it need to have its own circuit? I am wanting a 4.5 ton unit (PVFY-P54NAMU-E1- Mitsubishi P-Series 54, 000 BTU Multi-Position Air Handler) do you know if that needs its own power source?
