Those chips aren't above your computer and phone. This is how chips inside modern phones and computers are made. That's also why the US doesn't want China to have access to this. Samsung, TSMC, and Intel make most of the world's chips using ASML's machines. These companies are all in allies of the US. Especially TSMC has an important role here as it is a Taiwanese company. As you may know, China claims Taiwan belongs to them, but they currently rely on chips made by TSMC. So that's kind of an important factor in keeping relations between Taiwan and China relatively peaceful. It's kind of diplomatic leverage in geopolitics.

Roky, it is simple. Geopolitics. China will not openu oppose the US, whle the US can't force China into doing anything. The latter due to the fact China bought a crapload of debt from the US. (Study a bit of economics and you know what power this gives to China.) Now, we would argue that China has not yet shown much as an international political powerhouse. That however is changing very subtly. First of they invest hugely in African countries. This will translate into better economics for them, and goodwill (read support) for China. Next thing is China uses its technology to spy on Western Countries. They do this by data collected through cellphones, tablets etc from known Chinese brands. All in all this leads up to the creation of a powerhouse that is stronger and more powerful as the US and Russia combined.
Just ask yourself, do you want a global powerhouse that uses a form of dictatorship ruling the world ??? If the answer is NO pay attention to China and try to avoid Chinese products.
