Task Objectives:
*Obtain Secure Folder 0031 in a bunkhouse on Customs
*(Optional) Gain access to the locked room on the third floor in the Factory office hallway
*(Optional) Obtain the Portable bunkhouse key
*Hand over the Secure Folder 0031 to Prapor
*Survive and extract from Customs

Update for patch 14: You can barter for this key at Therapist for only a Vita, a milk, and toilet paper.

just got the key literally 10 minutes ago on Scav Run in Lighthouse. the House on the hill with the Scuba diving Room. it was in a Jacket in the bedroom with the double doors facing the driveway. The jacket on the right when you first enter the room

I have unlocked the factory door 12 times, still no key to be seen, is it really that rare

grab the quest item from the window, you don't even need a key.

So in order to complete the quest you should find a Key to enter in a room, where is very rare that another key spawns, so you can go all over in another map - to use the key to unlock the door - where you can find the d**n item for Prapor....
