No oxygen + no sunlight = no decomposing.
I've helped move old landfills into new ones. It is amazing the trash looks like the day it was thrown out.

Just goes to show how long exactly stuff sits after it's dumped in a landfill and covered up, people seriously don't realize that all of the crap they throw away is sitting somewhere else where it could eventually harm wildlife and our water...the stuff doesn't simply disappear.
