FBI portrayed as so dumb except when coercing Reacher. The list of 11 is the best lead and theory they have yet ignore it for no really decent reason. Profiler's sister near Spokane was such an obvious target; sure they can't guard 91 but they could those 11 just in case. Just doesn't make sense to ignore geography. BAU wouldn't ignore something so obvious.
