Better late than never. Should've been completed 20 years ago. Mad amount of vehicles paying stiff taxes and yet were treated to roadways from 50 years ago when the two major cities were significantly less populated.

Annoyingly Arizona has been dragging their feet with the project for a decade at this point and there was still no interstate 11 going from the Hoover Dam to Phoenix, so the traffic problem just keeps getting worse and worse every year.

Widening roads never reduces congestion. It just makes it easier for more people to choose to drive through an area that would have avoided it or chose another mode of transit instead of driving.
