I've seen it up close. A car stop behind a truck full of tools locked up in a cage. Dude got out and started to work on the chains. Police cruiser pulled up with four cops. One got out and told the guy in the car to get out. Instead he slowly back away with the other guy quicky jumped back inside. The cops just watched them backed away and did nothing. They let them backed to the end of the street and sped away. Gave them a 30 seconds head start then the cops followed. No siren turned on. I was dumbfounded. WTF was that? I'm sure they got away.

If the police won't accept responsibility, they have not logically earned the authority.

Simple ethics, yet not surprised it escaped mention.

Prevent chases to start but if they do happen then the SFPD AND SUSPECT both should be held 50% liable each for any issues that stem from that chase. If you can’t keep the public safe then don’t chase. Period.
