Could reducing the size of the course, but sailing three laps sort this mess out ?

I wonder if there was a "do not enter" mark set 4 boat lengths before the windward mark to prevent those port tackers from wiping out those on legit starboard laylines? Any boats entering between that mark and windward would be forced to go around.

All it takes is strong efficient umpiring to enforce the rules. Why is there no on water umpire boat near the mark?"
