I have 2:30 PM on my birth certificate, but am adopted from South Korea. Is there a likelihood that doctors round up the time? Aquarius rising seems to fit me more, but it seems like one of those things that I may never know. Would a chart rectification reading help with this?

What if our birth certificate is from a different state than where we currently are? Doesn’t the website automatically use your current time zone?
For example: I was born in Pacific time and now reside in Central Time. If I’m calculating my chart in central time, will my chart be wrong?
