I'd call it a success for the Chinese government to maintain a 3.5% of GDP growth, considering that China produced 18 trillion USD GDP in 2021, which was over 29 trillion USD in GDP(PPP).

After the financial crisis, China has achieved great success as an economy that produced 4.6 trillion USD GDP in 2008.
